UK Local Authorities Plan to Sell Off Social Clubs and Sports Centres to Balance Books

According to a new poll of local authorities, UK councils are planning to offload social clubs, athletic facilities, and retail spaces as they bet on a fire sale of assets to balance the books.

Growing Financial Pressures Prompt Asset Sales

A coalition of councils for major urban areas in the UK reported that six out of ten of local authorities are intending to sell assets to cover the rising costs of adult and children’s social care.

Local governments have in the past come under fire for selling playing fields and land to shore up their finances, but they contend they must continue to generate essential revenue from asset sales or face insolvency.

The group said that a significant number of councils seeking to raise money from a quick sale of holdings represented “a distinct shift from 2024, when the majority (six in ten) of municipal officials said they would focus on restructuring services and utilising savings to manage growing fiscal pressures.”

Detailed Cases of Planned Disposals

One local authority in southeast England said its asset disposal plan featured the sale of a shopping centre in Rainham and a community venue in another town to generate 20 million pounds over the next half-decade.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be disposed of under the strategy.

Council Tax Rises and Broader Fiscal Pressures

The survey of local authorities in the coalition, which includes several urban centers, also found that more than 70% of authorities will have to raise council taxes next April to cover the rising cost of essential services, higher levels of homelessness, and a persistent housing shortage.

Medway council explained it will proceed with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting creative strategies but certain measures require time to deliver both better provisions and financial savings,” stated a council leader.

He continued: “There are population challenges which will persist to add to the pressures we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

National Patterns and Projections

Research of county councils this week also found local finances being stretched by the growing number of young people and older individuals needing special educational assistance.

The County Councils Network said that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they grapple to cope with increased demand.

Government officials have delayed scheduled changes to the Send system until next year after a white paper outlining those changes was recently delayed.

Deprivation and Financial Gaps

Based on the most recent deprivation measures (IMD) covering English councils, several key cities members were among the most disadvantaged in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the latest IMD measures,” noted the study.

“While only a single urban area is in the top 10 for deprived neighbourhoods nationally, cities are far more likely to be in the worst-off 20% of the nation. The data highlights the extent of challenges facing local leaders across key cities in the next twelve months,” the report added.

“Council officials have been explicit about the necessity for a fair and sustainable financial structure that reflects and addresses the actual extent of deprivation and demand,” stated a council leader.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their communities.”

A fifth of local authorities have reduced or weakened social care provision in the last year, the study revealed.
